Suspect Bryan Arceo allegedly fired at the vehicle after the mother honked at his aggressive backing out of a driveway.
Incident Sequence
Arceo reportedly brake-checked the van, pulled alongside at a red light, pointed a handgun, and shot through the side, striking Alisa in the backseat; her parents were unharmed. The family smelled gunpowder, checked her, and pulled over to call for help after spotting his car and noting the license plate.
