A Columbia man, 36‑year‑old Isaac Timothy Carter, is in jail after a high‑speed chase that started in Kershaw County, crossed into Richland County, and ended with a police K‑9 bite and his arrest. The pursuit began around 2:35 p.m. on March 31 when a Kershaw County deputy tried to stop Carter on White Pond Road in Elgin, but he refused to pull over and fled onto I‑20 West toward Columbia.

What happened during the chase

  • Carter allegedly reached speeds of about 100 mph and struck the side of another motorist’s vehicle before continuing along the interstate.
  • He exited onto Clemson Road and drove into a residential neighborhood, eventually hitting a dead‑end, abandoning his car, and trying to run on foot. Kershaw County K‑9 Sam was deployed, caught Carter within seconds, and bit him on the leg.

Aftermath and charges

  • Carter was taken to a nearby hospital for treatment of the K‑9 injury and then booked into the Kershaw County Detention Center. Assistance came from the Richland County Sheriff’s Department, Elgin Police, and the South Carolina Highway Patrol.
  • Sheriff Lee Boan said he was thankful no civilians were seriously hurt and called the pursuit a “foolish” decision, adding that Carter “will get to spend April Fool’s Day where he belongs… in jail.”
  • Carter faces charges including trafficking methamphetamine, possession with intent to distribute methamphetamine, failure to stop for a blue light, and resisting arrest, and is awaiting a bond hearing.
