QTS Data Centers is building a $1 billion facility near Hands Mill Highway and Campbell Road in unincorporated York County, South Carolina, marking the company’s first project in the state. Approved for tax incentives in 2023, the campus on 400 acres aims to deliver hundreds of megawatts of capacity using carbon-free power where feasible and zero-water cooling technology.
Resident Concerns
Local residents, including Christmas tree farmer Steve Penland with 60 years in business nearby, worry about increased noise, lighting, water usage, and impacts on agriculture and quality of life. Neighbor Chris Thompson questioned the council’s approval process during a recent meeting. Former council member Alison Love countered that the project offers high-paying jobs, though she admitted uncertainty about noise levels.​
Project Benefits
Supporters highlight economic growth, with QTS positioning the site as a strategic hub near Charlotte for hyperscale and enterprise clients. York County received a $200,000 state grant for site preparation, and the development promises a technology ecosystem boost. QTS has not yet responded to community concerns as of January 2026.
