Oconee County Sheriff’s Office narcotic agents arrested five individuals on January 15, 2026, during a search warrant execution on Manor Road near West-Oak Highway, following reports of drug distribution. Deputies seized methamphetamine, tramadol, codeine, dimethyltryptamine, hydrocodone, Lortab, Adderall, marijuana, fentanyl, and psilocybin from the location.
Arrested Individuals
Charles Lee Hightower, 48, of Westminster, faces charges of possession with intent to distribute methamphetamine, plus possession of controlled substances including tramadol, codeine, dimethyltryptamine, hydrocodone, and Lortab; he also received prior warrants for methamphetamine and fentanyl distribution with a $15,000 bond and electronic monitoring requirement. Andrew David Holbrooks, 44, of Walhalla, was charged with possession of fentanyl. Ivey Joan Andrus, 40, of Westminster, faced charges for possession of fentanyl and methamphetamine.
Additional Arrests
Carmen Nicole Shook, 42, of Westminster, was charged with possession with intent to distribute methamphetamine, possession of tramadol, codeine, Adderall, hydrocodone, Lortab, and marijuana. Chelsea Ann Parrish Butler, 34, of Franklin, NC, was arrested for possession of fentanyl and psilocybin, plus two bench warrants. All five remained in Oconee County Detention Center pending bond hearings, with investigations ongoing.
