SUMMERVILLE, S.C. – Heavy rainfall has caused significant flooding at the Horizons at Summers Corner housing development, leading to dirty floodwater infiltrating yards, streets, and porches. The flooding, which has left residents worried, is being linked to ongoing construction work on the site.
Dirty Water and Construction Complications
Jerry Martin, a resident who has lived at Horizons for just over two months, expressed his frustration after witnessing dirty floodwater flow across the road, sidewalks, and into his yard—almost reaching his front porch. He attributes the flooding to the construction, noting that piles of dirt and ongoing work may be contributing to the water runoff.
“There’s no proper drainage, and all the dirt just washes down this way,” Martin said, urging the housing developers to implement solutions like sandbags and proper drainage systems to prevent further flooding.
Flooding Never Happened Before Construction
For residents like Martin and Joseph Carini, the flooding is a first-time issue since moving to the community. Carini, who moved to the development in December 2024, was surprised to see floodwaters after being assured that the area was not in a flood zone. According to the Federal Emergency Management Agency’s National Flood Zone map, the area has only a 1% annual chance of flooding, but the recent heavy rain and construction work appear to have exacerbated the problem.
“I don’t think anyone expected flooding here, especially since we’re not in a flood zone,” Carini remarked. “If it rains again like it did today, I’m worried our property is going to be under water.”
Residents Urge Action
Both Martin and Carini, along with other neighbors, are calling on the developers and local authorities to address the drainage issues that are exacerbated by the ongoing construction. They want to ensure that proper precautions are in place, especially with more rain expected in the coming days.
“I think they should do something to prevent this from happening again, just to make sure everyone feels safe,” Carini added. “People have invested in their homes here, and this flooding is a real concern for everyone.”

With more rain in the forecast for the weekend, residents remain on edge, hoping for a resolution that will prevent further damage to their homes and properties. As of now, the situation in Horizons at Summers Corner remains a pressing issue, with many concerned that this could be a recurring problem if the necessary improvements aren’t made.
