Following the resignation of its CEO, SC Ports has announced new leadership

The South Carolina Ports Authority has seen a major change in leadership. Barbara Melvin, the President and CEO, has stepped down after three impactful years in the top role. Her resignation was officially announced on Thursday, August 21, 2025.

Barbara Melvin’s Journey at SC Ports

Barbara Melvin started working with the South Carolina Ports Authority in 1998. Over the years, she held several key roles and in 2022, she made history by becoming the first woman to lead SC Ports—and the first woman to head one of the top 10 container ports in the United States.

During her leadership, she oversaw major developments, including the Charleston Harbor Deepening Project, which was recently completed. She was also at the helm during a major port strike in October 2024, when workers from the International Longshoremen’s Association (ILA) went on strike for three days, demanding better wages and raising concerns about automation.

In her statement, Melvin said, “I am grateful for the opportunity to have served South Carolina and the Ports Authority over these many years. However, for personal and professional reasons, I want to pursue other opportunities.”

Phillip Padgett Takes Over as Interim CEO

Following Melvin’s exit, the SC Ports Board of Directors appointed Phillip Padgett as the interim CEO, effective immediately. Padgett has been with SC Ports since 2016 and has served as the Chief Financial Officer and Vice President of Administration.

As CFO, Padgett was responsible for the port’s financial operations, risk management, and real estate matters. With his experience and understanding of the port’s inner workings, the board sees him as a steady hand to lead during this transition.

Padgett said, “I look forward to continuing to serve the Port and leading our team as interim CEO until a replacement is named. SC Ports remains committed to providing reliable and efficient port service to our customers.”
