Residential care facility operators risk further charges for vulnerable adult fatalities.

Cynthia and Reginald Kelly, operators of Park Circle Home Community Residential Care Facility in North Charleston, S.C., face expanded charges of abuse or neglect of vulnerable adults after South Carolina AG Alan Wilson served additional warrants. Cynthia now has counts including neglect resulting in one death and great bodily injury; Reginald faces a neglect-causing-death charge.

Original Case

They were first arrested March 3, 2026, for neglecting resident Thaddeus Moose, 64, from June 2024 to April 10, 2025—failing to provide food, medication, shelter, and care—leading to his April 14 death at Ralph H. Johnson Veterans Hospital.

Additional Victims

A second unidentified resident’s death under their care from Nov. 9–Dec. 5, 2024, prompted the death charge; a third suffered great bodily harm due to Cynthia’s neglect from Feb. 24–March 3, 2026, uncovered during a search.

Prosecution Ahead

The AG’s Vulnerable Adults and Medicaid Fraud Unit handles the case, alleging omissions created substantial injury risks; no trial date specified.
