Loony John Franklin Kolb Toon, 43, was sentenced to 20 years in prison for shooting at three police officers during a traffic stop in Milwaukie, Oregon, a Portland suburb, in June 2025.
Details of the Incident
Police discovered Toon had an active warrant during a traffic stop. He allegedly opened fire on officers while attempting to flee, then abandoned his SUV and a female passenger before running on foot across a nearby golf course. Toon was arrested three days later.
Criminal History and Charges
At the time of the incident, Toon was on probation for attempted kidnapping. He pleaded guilty to:
- Four counts of first-degree attempted assault with a firearm
- Unlawful use of a firearm
- Felon in possession of a firearm
- Second-degree escape
Sentencing and Restitution
A Clackamas County Circuit Court judge sentenced Toon to 20 years in prison. The sentence will run concurrently with other outstanding charges in Oregon counties. He was also ordered to pay restitution to the city of Milwaukie for damage to a police car and to the owner of a vehicle struck by bullets during the shooting.
