What Happened
On February 20, officers responded to a welfare check and spotted the children unsupervised in the street. Temps ranged from 27°F morning low to 51°F evening high (Weather Underground data). A dog was with them; cops traced it to owners Christina Dickenson, 22, and Phillip Welch, 21—the kids’ parents.
