A vigil organized by the Lowcountry Action Committee will honor 23 individuals who died at the Al Cannon Detention Center over the past decade, marking the third anniversary of D’Angelo Brown’s death in December 2022.
Event Details
The event runs from 3 to 5 p.m. on Monday at Ralph M. Hendricks Park, 5250 Virginia Ave., North Charleston, South Carolina. Activities include reading names of the deceased, community testimonials, candle lighting, and calls for transparency and accountability. Attendees are encouraged to bring candles, photos, and signs.
Key Individuals Honored
D’Angelo Brown, 28, died from E. coli sepsis due to gross medical neglect, ruled a homicide after four months in pre-trial detention. Mary Brucato, 23, died August 11, 2025, from fentanyl and cocaine withdrawal, also ruled a homicide amid allegations of neglect; her family plans a lawsuit. Jamal Sutherland died in 2021 during a cell extraction involving force, leading to deputy firings, a $10 million settlement, and no federal charges.
Broader Context
The facility faces a U.S. Department of Justice investigation for civil rights violations, including inadequate medical and mental health care. South Carolina recorded at least 778 incarceration deaths from 2015-2021, with 109 pre-trial, and held the nation’s highest state prison homicide rate (15 per 100,000) from 2001-2019. Organizers demand independent probes, oversight, and mental health investments.
