A major infrastructure project is changing the way people move around North Charleston. The newly completed Cosgrove and McMillian Avenue overpass and pedestrian bridge is bringing safer, smoother, and more inclusive access to neighborhoods, parks, and businesses in the area — and city leaders say it’s just the beginning.
New Overpass and Pedestrian Bridge Opens in North Charleston
The $59 million project officially extends Cosgrove Avenue over the port rail yard to the Ashley River, opening up vital connections to the Navy Yard Charleston Development and Riverfront Park.
Local leaders are celebrating the project as a key step in revitalizing North Charleston, once known for its industrial areas and limited public access. Now, thanks to this development, pedestrians, cyclists, and vehicles can all move more freely — and safely — through the area.
A Bridge That Connects More Than Just Roads
The overpass includes a 12-foot-wide multi-use pedestrian path, protected by a physical barrier that separates it from vehicle traffic. This path links nearby neighborhoods to major attractions like the Navy Yard, Riverfront Park, and beyond.
“The multi-use path being on here — connecting the parks, the pedestrians, and the bicyclists — is part of the master plan,” said Steve Dudash with Navy Yard Charleston. “It’s even safe enough for a child.”
For years, the railyard limited access to the river and created bottlenecks for both drivers and pedestrians. Now, with the overpass in place, trains can move freely to and from the Navy Base Intermodal Facility without blocking local streets.
Economic Growth Without Compromising Safety
The project also reflects broader efforts to support economic development in the area. With the rail line supporting the SC Ports Authority’s Intermodal Facility, the new overpass ensures rail traffic won’t disrupt the growing foot and vehicle traffic in the area.
“We need to provide you with fluid connectivity to the waterfront,” said Butch Weber, VP of Engineering and Facilities for the SC State Ports Authority. “This railyard is an economic engine, and now the community can benefit without being cut off from the waterfront.”
A Vision of Revitalization for North Charleston
What used to be a heavily industrial zone is now transforming into a mixed-use destination, attracting locals and tourists alike. And for Mayor Reggie Burgess, this progress is personal.
“This is emotional for me. I grew up around here. Back then, we didn’t have anything,” said Mayor Burgess. “Now, this bridge is not only connecting the Navy Yard, it’s connecting the people.”
The Mayor expressed gratitude to the South Carolina Ports Authority and city planners who have made the project possible — calling it a true example of smart, inclusive growth.
