The South Carolina Department of Motor Vehicles (SCDMV) has made a substantial modification to its licensing requirements: only United States nationals and permanent legal residents (Green Card holders) can now receive a commercial driver’s license (CDL) in the state.

The amended policy limits the issuing of new CDLs, as well as the renewal or transfer of current CDLs, to these two types of residents. Previously, people with certain other transitory legal situations may apply for and hold commercial licenses.

SCDMV officials have stated that the move will not effect current CDL holders. The new limits solely affect the future issue and renewal of business licenses. Furthermore, the new eligibility restrictions have no influence on normal, non-commercial state driver’s licenses.

This policy aligns South Carolina with a rising number of jurisdictions that are tightening commercial licensing eligibility requirements. CDLs allow anyone to operate large, heavy, or placarded hazardous material vehicles, and applicants must meet severe federal and state security and testing requirements.

The new law affects the state’s commercial trucking and transportation industry, which relies significantly on licensed drivers. To meet the amended eligibility criteria, applicants must now submit proof of citizenship or permanent residency status when applying for or renewing their CDL.

Before applying for or renewing a CDL, all present and prospective commercial drivers should check the SCDMV’s official website or visit a local office to confirm their eligibility and ensure they have all required papers.
