Rock Hill Mayor Announces New Infrastructure Projects

Rock Hill’s mayor has announced several major infrastructure projects in 2025 to address growth, public needs, and economic development. The plans involve investments in water, sewer, stormwater improvements, adaptive reuse of historic sites, and expansions for business and community spaces.

Water, Sewer, and Stormwater Upgrades

Rock Hill received a $1.2 million grant from the South Carolina Rural Infrastructure Authority for vital upgrades to water, sewer, and stormwater systems.

These improvements target aging mains, pump stations, treatment plants, and drainage, supporting public health and sustaining growth.

The City Council recently approved a $29 million loan for extensive wastewater system improvements, further modernizing the city’s core infrastructure.

Historic Redevelopment: The Thread & University Center

The Thread is a transformative $106 million adaptive reuse project converting a former textile mill into a vibrant community hub for offices, retail, and upcoming loft apartments.

Adjacent to The Thread, the University Center development, with more than $220 million invested since 2015, features business spaces, Winthrop University’s Esports Center, new restaurants, and safe pedestrian corridors.

Both projects have received national awards for excellence and exemplify successful public-private partnerships.

New Business and Job Creation Initiatives

Riverstone Logistics is relocating its headquarters to Rock Hill, supported by $600,000 in state funding and infrastructure upgrades. This $16.4 million project will create 159 jobs and modern facilities for logistics and consumer electronics.

Mayor’s Vision

Mayor John Gettys emphasizes that these investments are intended to “bring life back” to historic properties, improve quality of life, support business growth, and connect Rock Hill’s diverse communities.

Rock Hill’s ambitious 2025 infrastructure program combines essential system upgrades, creative reuse of its industrial heritage, and targeted investments in business growth.
