Washington state’s alcohol laws balance strict controls with recent modernizations for sales, service, and consumption. These rules, enforced by the Liquor and Cannabis Board (LCB), cover everything from home delivery to happy hour extensions amid 2025-2026 updates.​
Home Delivery Rules
Grocery and liquor stores can deliver spirits, beer, and wine directly to homes, but only from licensees with LCB-approved permits. Orders must verify buyer age via ID checks at delivery, with limits like no sales past 2 a.m., and drivers cannot consume or transport open containers.​
Happy Hour Regulations
Happy hours allow discounted drinks but cap promotions at three per day, limited to 4 p.m.–7 p.m. on weekdays or before events, with no all-day specials. Bars and restaurants face bans on “two-for-one” deals or free alcohol, though recent HB 1515 expansions permit extended outdoor service for events like the 2026 FIFA World Cup through 2027.​
Sales and Licensing Changes
HB 1636 eliminated the 24-liter purchase cap between retailers starting July 2025, easing restocking for bars while maintaining tax and record rules. Public spaces now support shared alcohol areas with fencing, staffing, and food requirements for large gatherings.​
