Charleston’s Lowcountry Lowline project has advanced to Phase One construction, led by Charlotte-based Edifice Construction following a groundbreaking on December 15, 2025. This phase transforms a 1.6-mile former railroad corridor from Mount Pleasant Street to Line Street under Interstate 26 into pedestrian and bike paths with green features.​
Project Scope
Phase One costs $6 million as part of a $15 million city commitment via tax-increment financing. Features include a 10-foot pedestrian walkway, 12-foot bike trail, landscaped medians, pocket parks, and nature-based stormwater systems like rain gardens for flood mitigation.​
Timeline and Impact
Completion targets early 2027, despite some delays from nearby pump station work until April 2026. Future phases will extend nearly two miles to Marion Square, boosting neighborhood connectivity and economic activity.​

The full Lowcountry Lowline aims to reconnect downtown neighborhoods, enhance green infrastructure, and manage stormwater across the peninsula.
