The City of Charleston is working to bring more clarity and transparency to property owners in West Ashley, especially those considering annexation into city limits.
During a Charleston City Council meeting held on Wednesday, city officials raised concerns about the St. Andrews Public Service District (SAPSD)—a special-purpose district that currently provides services such as fire protection, emergency response, trash collection, and street lighting for some West Ashley residents.
Now, many property owners are being given the option to stay with SAPSD or join the City of Charleston, and city leaders say residents need more complete and clear information to make that decision.
Comparing Millage Rates: City vs. SAPSD
Councilman Keith Waring, who represents District 7, pointed out a significant difference in the millage rates (the property tax rate) between the city and the public service district:
“Our millage rate for the City of Charleston is about 68 mills. For SAPSD, it’s about 98 mills—a 46% increase,” Waring said.
“People should know that before they decide to annex.”
Waring also noted that St. Andrews charges more than other local PSDs, such as the one on James Island, which offers more services at a lower rate.
“James Island’s PSD handles trash, fire, and sewage services and still charges less,” Waring added.
Annexation Offers More Than Just Basic Services
City leaders say joining the City of Charleston comes with several added benefits beyond just municipal services. These include:
Access to over 100 parks
Representation in city planning and revitalisation efforts
Better support for quality of life improvements
“The PSD has maybe two or three parks, while the city has over 100,” said Waring.
“And when it comes to revitalising West Ashley, the PSD doesn’t have a voice. The city does.”
City officials believe more residents would choose annexation if they understood the true value of becoming part of Charleston.
SAPSD Yet to Respond Fully
