Charleston, S.C. — A familiar face in Charleston’s planning history is taking on a new challenge. On Thursday, Baltimore Mayor Brandon M. Scott announced the appointment of Timothy Keane, a veteran urban planner who spent more than 16 years shaping Charleston’s growth, as Baltimore’s next planning director.

A Planner With National Recognition

Keane was the unanimous choice of the Baltimore Planning Commission after a months-long search. His decades-long career includes leadership roles in Charleston, Atlanta, Boise, and Calgary, where he has become known for balancing preservation with modern growth and advocating for people-centered planning.

“Tim will lead the Planning Department at a critical moment for Baltimore,” Scott said. “He brings experience, fresh ideas, and a real passion for cities and their people.”

Charleston’s Lasting Influence

Charleston played a pivotal role in Keane’s career. He spent more than 16 years in the city, serving as director of the Department of Planning, Preservation and Sustainability. During that time, he guided economic development in the historic downtown and led preservation efforts while the city experienced rapid expansion.

In 2024, Keane returned to Charleston to assist with the city’s most significant government reorganization since the 1970s, a move that officials say highlighted his ability to manage complex reforms.

“Charleston shaped who I am as a planner,” Keane said Thursday. “That work deepened my belief that planning must serve people and build stronger communities.”

Impact Beyond Charleston

Keane also left his mark in other major cities:

Atlanta: As planning commissioner for nearly seven years, he introduced the Atlanta City Design plan, modernized the permitting system, and launched an anti-displacement fund for low-income homeowners.

Calgary: He guided a citywide rezoning initiative to expand affordable housing.

Boise: He oversaw the passage of the city’s first new zoning code since 1966.

A Charleston city spokeswoman confirmed Keane’s last day on the job will be Friday, Sept. 26.
