A 30-year-old man from North Charleston was arrested on Monday after allegedly causing a violent crash that critically injured two women. The crash, which took place late Sunday night, unfolded in front of a North Charleston police officer, leading to immediate intervention. The suspect, identified as Kevin Serrano, was reportedly under the influence at the time of the crash, which involved a fiery explosion and left one vehicle flipped on the street.
Details of the Crash
The incident occurred around 11:28 p.m. on Sunday at the intersection of Greenridge Road and Rivers Avenue in North Charleston. According to a North Charleston police report, a red Fiat driven by Kevin Serrano collided with a silver Toyota Avalon. The force of the crash caused the Fiat to explode and burst into flames.
The officer who was stationed at the intersection witnessed the crash and immediately responded. The officer rushed to the Fiat, which was engulfed in flames, and managed to pull Serrano and an unidentified passenger out of the burning vehicle.
The crash caused severe damage, with the Toyota Avalon flipping over and rolling down the street. Fire and emergency medical personnel were quickly called to the scene to assist.
The Aftermath and Investigation
Emergency responders had to use special tools to extricate one of the passengers from the overturned Toyota Avalon. Both women in the Toyota were critically injured and rushed to the hospital. The police report indicates that Serrano and the Fiat smelled strongly of alcohol upon being rescued. A Modelo beer was also found inside the vehicle.
The South Carolina Highway Patrol arrived to assist with the investigation. A trooper reported that the Fiat’s speedometer was stuck at 100 mph, which is often seen in major accidents where the speedometer freezes at the speed the vehicle was traveling at the time of impact.
Law enforcement described Serrano as “grossly intoxicated” with red, glassy eyes and a strong odor of alcohol on his breath. He was taken into custody at the scene.

Two counts of felony DUI with great bodily injury
Open container in a vehicle
Reckless driving
No driver’s license
Although Serrano was granted a $150,929.50 bond, he remains in custody due to a U.S. Immigration and Customs Enforcement (ICE) hold, indicating possible immigration-related issues.
