Mount Pleasant’s Health, Recreation and Events Committee has paused debate on allowing off-leash hours for dogs in town parks following resident concerns and lack of majority support. The discussion arose after police enforced leash ordinances strictly during Alhambra Hall renovations, issuing warnings and tickets to owners letting dogs roam freely. Councilmember Laura Hyatt proposed a pilot program for off-leash times at select parks, similar to policies in nearby Charleston beaches and downtown, to promote community building.​
Residents opposed the idea, arguing it would overcrowd multi-use parks, displacing children, garden clubs, and picnickers in favor of dog-focused activities. Current town ordinances require all dogs on leashes in public areas like parks and sidewalks, with no off-leash access except designated dog parks; violations carry fines starting at $163.50 for first offenses.​
The “Leash Up, MTP” campaign emphasizes pet safety and compliance to protect residents, visitors, and animals from nuisances like uncontrolled or aggressive behavior. For now, dogs must remain leashed town-wide, but Hyatt indicated future compromise might be possible if neighbors and council align.
