The Maybank Highway and Woodland Shores Complete Streets project in Charleston County, South Carolina, enhances safety and connectivity for pedestrians, bicyclists, and motorists near mass transit and local businesses. It combines improvements on both roads, funded by federal CHATS grants, state gas tax funds via the Charleston Transportation Committee, and Transportation Sales Tax Annual Allocation Program funds.​

Key Improvements

Improvements include a new mid-block pedestrian crossing on Maybank Highway with Rectangular Rapid Flashing Beacons and a center island refuge, a raised landscaped median with fencing, and new sidewalks totaling over 5,500 linear feet across both roads. Additional features encompass nearly 5,000 linear feet of stormwater drainage pipes and varying-width sidewalks (4-8 feet).​

Construction Timeline

Maybank Highway work features intermittent nighttime lane closures from 9 p.m. to 6 a.m., Sunday nights through Friday mornings, with at least one lane open each direction; these phases are expected to wrap within two months. Woodland Shores Road sidewalk and drainage work nears completion, with the remainder finishing by spring 2026, aligning with the overall project end in Q2 2026. Construction began post-groundbreaking in March 2025 under a 390-day contract awarded in January 2025.​

Funding and History

Charleston County Council awarded a $3M contract to Gulf Stream Construction in January 2025 after delays from property owner opposition and rebidding in late 2024. The project stems from safety concerns since 2014, including fatalities on Maybank Highway, with advocacy from groups like Charleston Moves.
