The incident unfolded when Fortin, using a master key, took the cart around 5 a.m. on January 17, 2026; his rear passenger was thrown off during an abrupt U-turn near North Roosevelt Boulevard, corroborated by a witness who saw Fortin slam brakes before continuing on Duval Street without aiding the injured man.

Victim’s Injuries

The friend endured extreme hip pain, unable to move his leg, and required CT scans plus emergency surgery at Lower Keys Medical Center for a clear left hip fracture. A bystander helped move him from the road and called 911 around 7:45 a.m.

Arrest Circumstances

Lacking a valid driver’s license, Fortin was spotted later that day running a red light on the stolen EZ-GO four-seater; an officer recognized him from the earlier report and took him into custody. He remains in Monroe County jail on $41,000 bond, with arraignment set for January 29.
