Just hours after a mass shooting at Annunciation Catholic School in Minneapolis claimed the lives of two children and left at least 17 others wounded, President Donald Trump issued a proclamation ordering all U.S. flags lowered to half-staff in honor of the victims.

In a statement released Wednesday afternoon, the president called the attack a “senseless act of violence” and ordered flags flown at half-staff through sunset on August 31, 2025.
The order applies to:
The White House
All public buildings and grounds
Military posts and naval stations across the U.S. and its territories
All U.S. embassies, consulates, and facilities abroad
The statement read in part:
“As a mark of respect for the victims of the senseless acts of violence perpetrated on August 27, 2025, in Minneapolis, Minnesota, … I hereby order that the flag of the United States shall be flown at half-staff … until sunset, August 31, 2025.”
The Shooting at Annunciation Catholic School
The tragedy unfolded around 8:30 a.m. Wednesday during an all-school Mass at the church. Police said the gunman, identified as Robin Westman, armed himself with a rifle, shotgun, and pistol, and fired over 100 rounds through the side windows of the church where dozens of children were seated.
Two children, ages 8 and 10, were killed instantly.
At least 17 others were wounded, including 14 children, with several in critical condition.
The gunman, Westman, died from a self-inflicted gunshot wound.
Parents and students were reportedly ushered into the church basement as officers rushed to secure the building.
Leaders Respond to the Tragedy
Minneapolis Police Chief Brian O’Hara called the attack an “unthinkable tragedy”, while confirming the scale of injuries and damage.
Mayor Jacob Frey, who was seen meeting parents outside the school, urged the community to allow first responders space to do their work.
Minnesota Governor Tim Walz confirmed that the Bureau of Criminal Apprehension (BCA) and State Patrol are assisting local police.
“I’m praying for our kids and teachers whose first week of school was marred by this horrific act of violence,” Walz said.
As the investigation continues into the motives of Robin Westman, the community of Minneapolis is left grieving the loss of two children whose school year had barely begun. The White House order to lower flags across the nation underscores the deep national mourning over yet another act of violence against children in a place of worship and learning.
