Two men have pleaded guilty to charges in the death of an 18-year-old potential student who was visiting Delaware State University’s campus.

Camay Mitchell De Silva was fatally shot in April 2024 while staying with a friend on the school’s Dover campus, CBS News reported.

Dover police said they arrived to a report of an incident at the same time gunshots were fired. When police came, there was no evidence of a fight or a crime scene.

However, shortly after, the police department received a second call reporting the discovery of a woman on the ground. Authorities then discovered De Silva with a gunshot wound to the head.

A prospective student was visiting a college campus. De Silva was killed by gunfire as an innocent bystander. She was taken to the hospital and pronounced dead.

Just over a week later, two men, Destry Jones, 20, and Damien Hinson, 18, were detained in relation to the event. Dover police claimed at the time that the pair were involved in the altercation and fired the rounds that killed De Silva. Neither were students at Delaware State.

Police stated that De Silva was an innocent spectator who was not participating in the altercation and was not suspected to be the target.

Jones and Hinson pleaded guilty to many crimes in September 2025, according to the Delaware Department of Justice.

Hinson, now 19, pled guilty to second-degree murder, conspiracy, and a firearms charge and received a 40-year jail sentence, according to the police.

Jones, now 22, pleaded guilty to homicide, conspiracy, and two weapons charges. He is set to be sentenced in December.

“Camay Mitchell De Silva was, by all accounts, a bright, promising, and beloved young woman,” a statement from Delaware Attorney General Kathy Jennings said. “It is disgraceful that she was taken from those who loved her — all because two reckless individuals thought they had the right to resort to lethal violence over a petty dispute.”
