Fort Mill Mayor Announces New Infrastructure Projects

In 2025, Fort Mill Mayor and Town Council announced a series of major infrastructure and planning initiatives under the banner “Fort Mill: Our Path Forward”, a long-term vision designed to guide the town’s development through 2045. This initiative represents the most comprehensive infrastructure push in Fort Mill’s history, combining road, park, and downtown redevelopment efforts.

The “Our Path Forward” Initiative

Launched in February 2025, the town partnered with Bolton & Menk, a leading planning and engineering firm, to update Fort Mill’s Downtown Master Plan, Parks & Recreation Master Plan, and a 2045 Comprehensive Plan.
The focus areas include:

Downtown Fort Mill Revitalization – improving walkability, creating more pedestrian zones, beautifying streetscapes, and supporting local businesses while preserving the town’s historic core.

Parks & Recreation Enhancements – expanding parkland, adding new community green spaces, and improving trail connectivity across the town.

Comprehensive Infrastructure Vision 2045 – integrating roads, utilities, and sustainability planning to meet population growth forecasts that project Fort Mill’s population exceeding 40,000 by 2035.

Community engagement has been central to the process, with over 1,400 residents participating in surveys and in-person public workshops between April and July 2025.

2025 Road Improvement and Paving Projects

As part of this infrastructure focus, Fort Mill issued a Road Paving Project (RFP 500-140) addressing key local routes including Looms Way, Calhoun Street, Phillips Street, Monroe White Street, and Pine Knoll Road.
The $500,000–$1.5 million project includes:

Complete asphalt replacement and base reconstruction on primary roads.

Extensive sidewalk repair and curb upgrades to improve walkability and ADA accessibility.

Work completion is anticipated by August 2025.

Growth Management and Housing Moratorium

To maintain balance with infrastructure improvements, the Town Council approved a temporary pause on new residential rezoning and annexations through December 31, 2025.
This moratorium ensures that no new residential projects disrupt long-term planning goals while the town updates its master development outline. It also coincides with the implementation of South Carolina’s largest local impact fees—$29,640 per new home in the Fort Mill School District—intended to fund future infrastructure expansion.

Parks and Community Input

Mayor and staff have emphasized resident participation, especially through the Parks and Recreation Master Plan Survey (open September 12–October 10, 2025). This plan highlights expanding recreational facilities, upgrading natural areas, and ensuring equitable access to outdoor spaces throughout Fort Mill.

Together, these initiatives mark a pivotal moment for Fort Mill’s future, reflecting the Mayor’s focus on sustainable growth, connected neighborhoods, and revitalized public spaces to serve the community for the next two decades.
